The authorities claimed that Viber was being used for terrorist and extremist purposes, as well as for spreading illegal content. This action is part of a broader effort by Russia to control foreign platforms within its borders, with similar measures already taken against apps like Discord and Signal.

Viber, which had over 250 million monthly active users worldwide, had already been restricted in the Russian-occupied territories of Ukraine. The app's owner, Rakuten, faced fines in Russia for refusing to delete content related to the war in Ukraine.
